ReGrowEU Observatory on Resilience.

The ReGrowEU Observatory on Resilience was created in response to the widespread demand for innovative resources to improve regional planning strategies in Romania. It represents a dynamic tool for analysis, information and collective knowledge-building and it is intended for public and private sectors, academia, and civil society. By bringing together academia and the policy-makers, it intends to create an inter-institutional platform for enriching research on the one hand and for giving more scientific base for the policy and decision-making on the other hand. Through its function as a tool for information and knowledge exchange, it aims to promote synergies and strengthen coordination on capacity-building in the region.  The observatory is built on the vast experience gathered in regional science research and collaborations with policy makers of Alexandru Ioan Cuza University of Iasi, which will act as host of the structure. The research activities of the Observatory will have an interdisciplinary dimension, thus linking geography, urban studies, economy, and political science, adopting both qualitative and quantitative methodologies, case studies and comparative approaches. The observatory is the first of its kind in the Eastern Europe and fills a regional and national need, while also being in line with the European Commission’s strategy. It hosts documentation, articles, newsletters and commentary about resilience process in the European area. It wishes to engage into a systematic effort to disseminate and debate all relevant information, making them policy relevant and communicable to the general public, therefore ensuring the university’s transformative power.  The observatory applies its strategy through a series of activities: •	consolidating, monitoring and analysing new and relevant research and practices in regional science and regional planning; •	monitoring, collecting and systematizing statistical information and direct data collection; •	developing methodologically robust and correct criteria for processing collected data; •	identifying and disseminating good practices for regional science in peripheral regions; •	keeping an eye on the regional policies in the Central and Eastern Europe; •	supporting local and regional policy makers and relevant stakeholders in coordinated actions on regional development. Resources:   The European Atlas of Resilience (Alexandru Bănică, Mihail Eva, Corneliu Iațu, Peter Nijkamp, Gabriela Carmen Pascariu, eds.)  The European Atlas of Resilience is one of the main results of ReGrowEU project, supported by a grant financed by the Ministry of Research and Innovation of Romania. Designed in a methodologically flexible manner, the atlas aims at delivering a unique multi-dimensional, multi-shock and multi-level diagnosis of national and regional resilience for the EU28. In this regard, the atlas is perhaps one of the most daring enterprises of its kind.
ReGrowEU DATA BASE The ReGrowEU database includes over 400 indicators at the national level (NUTS0) and almost 200 indicators at the regional level (NUTS2). The indicators only refer to the EU countries and have been collected from various sources, such as: Word Bank Database, OECD Database, World Economic Forum, ESPON Databases, European Values Study, European Social Survey, New Democracies Barometer, EEA database (European Environmental Agency), European Regional Database (Cambridge Econometrics) and databases of various European projects. This data is structured on several thematic dimensions and constituted the main source of data for both the resilience performance and the resilience capacity indices.  Resilience performance index, also named “Resilience outcome index”, refers to the actual performance of a system in responding to a disturbance. Specifically, it provides a comprehensive picture on the resilience performance of European territories (countries and regions) following the 2008–09 economic crisis (as well as other shocks), by including different thematic dimensions. For each of the dimensions, a common assessment framework was employed, which is based on the two resilience phases widely used in the literature: resistance and recovery. While the Resilience Performance Index was designed to measure the behavior of different systems in the wake of shocks, the Resilience Capacity Index takes a step further in explaining and predicting this different behavior across EU regions. Specifically, it includes those multidimensional drivers which proved to be significant in explaining the Resilience Performance Index, as well as the two embedded components (resistance and recovery). Unlike the Resilience Performance Index, which is a cross-sectional data, the Resilience Capacity Index is computed for the 2007-2017 period.
